Step 1: Cook potatoes in boiling salted water until tender; drain.
Step 2: Peel and cube
Step 3: Place in large bowl.
Step 4: Combine vinegar, sugar, mustard , celery seed and 1/2 tsp salt
Step 5: Pour over warm potatoes and toss to coat.
Step 6: Cover and chill.
Step 7: Just before serving
Step 8: Add corned beef, cabbage and radishes.
Step 9: In a small bowl, combine mayo, relish, onions, milk, mustard
Step 10: Pour over salad and toss to coat.
