Step 1: In a deep skillet saute onion, peppers, and celery in butter till tender.
Step 2: Add beef and cook till brown.
Step 3: Drain and put back in skillet.
Step 4: Add remaining ingredients and still well.
Step 5: Bring to boil, stir and cover.
Step 6: Simmer about 20 to 30 minutes.
Step 7: Serve immediately.
Step 8: If the soup is not served immediately it will require extra broth because the rice will absorb the liquid.
