Step 1: Preheat oven to 400 degrees F.
Step 2: Melt 2 1/2 tablespoons of the butter on a low heat, in a small sauce pan. The rest will be melted and placed into the pan for baking if cooking spray is available.
Step 3: Add garlic, and saute on low for about 1 minute.
Step 4: Add all but 1 tablespoon of lemon juice, shut burner off, and remove from heat.
Step 5: Spray the bottom of a baking dish lightly with cooking spray (or remaining melted butter) and 1 tablespoon of the lemon juice.
Step 6: Place the fish on top and season with herbs, salt, and pepper.
Step 7: Pour the lemon butter mixture over the fish, and top with fresh parsley for garnish.
Step 8: Bake until cooked through, about 15 minutes or until semi-golden brown. Cooking time depends on how thick fillets are, so check to make sure they are done.
