Step 1: In large non-stick skillet, heat 1 teaspoon oil over medium-high.
Step 2: Add bells pepper, and then crack the eggs in center of bell pepper ring.
Step 3: Season with salt and pepper and cook until egg whites are mostly set but yolks are still runny, 2 to 3 minutes.
Step 4: Gently flip and cook one more minute for over easy.
Step 5: Place egg atop romaine leaf or lettuce of choice.
Step 6: Sprinkle with 1 teaspoon oil and parmesan.
Step 7: Serve.
