Step 1: Combine the first 8 ingredients in a large bowl, stirring with a whisk until smooth. Add the fish; toss to coat. Cover and chill for 2 hours.
Step 2: Remove the fish from the marinade. Discard marinade and solids. Combine fish and peanut oil in a bowl; toss to coat.
Step 3: Heat a large heavy skillet over high heat. Coat the pan with cooking spray. Add onion, 1/4 cup dill, and green onions; stir fry for 3 minutes. Add soy sauce and sugar; stir fry 1 minute. Arrange onion mixture on a platter.
Step 4: Return the pan to high heat. Add half the fish to the pan and cook 3 minutes. Turn fish over and cook 1 minute or until the fish flakes easily when tested with a fork.
Step 5: Place the fish on a platter over the onion mixture. Repeat the procedure with the remaining fish. Sprinkle with the remaining 1/4 cup dill and peanuts. Serve with lemon wedges.
