Step 1: Toast the flour in a frying pan over medium heat, stirring continuously with a wooden spoon until light brown in color. Approximately 10-15 minutes.
Step 2: Transfer the flour to a mixer bowl with a flat beater attachment. Add the powdered milk and sugar, and mix for one minute.
Step 3: Melt the butter and margarine. Add to the bowl along with the vanilla. Mix at low speed for about one minute, until fully incorporated. Continue mixing at medium speed for 30 seconds.
Step 4: Using molds, mold the mixture into individual serving shapes.
Step 5: Remove mold and transfer "cookie" to a tray. When finished, refrigerate for at least 30 minutes to set firmly.
Step 6: Traditionally, individual cookies are wrapped in pretty paper, with the ends twisted.
