Step 1: In a medium sauce pan over medium high heat add the sugar, raisins, water, butter, cinnamon, clove, nutmeg and salt.
Step 2: Bring to a boil and gently boil for 3 minutes.
Step 3: Remove from heat and let cool (about 20 minutes).
Step 4: Preheat oven to 350°.
Step 5: Add other ingredients (except for the topping), to sauce pan and blend well.
Step 6: Spread in greased 10x15 pan.
Step 7: Combine all topping ingredients in a small bowl.
Step 8: Crumble topping over and press down slightly.
Step 9: Bake at 350° for 15-20 minutes.
Step 10: Cool before cutting.
