Step 1: In a bowl whisk together the first 8 ingredients (vinegar - pepper); transfer 3 tablespoons to a small cup or bowl and reserve.
Step 2: Add tuna to the remaining oil mixture; toss. Refrigerate for 30 - 45 minutes.
Step 3: Spray grill rack with cooking spray.
Step 4: Prepare gill to medium-high heat.
Step 5: On skewers, alternate tuna, bell pepper and onion squares. Repeat for all skewers.
Step 6: Grill skewers to desired doneness, turning frequently (3-5 minutes).
Step 7: Transfer to a platter and drizzle remaining marinade over and sprinkle with cilantro.
