Step 1: Melt butter with oil in large nonstick skillet over medium heat.
Step 2: Add garlic, green onion and stir until pale golden, about one minute.
Step 3: Add beets and pepper; reduce heat to medium low and saute.
Step 4: Stir in lemon juice, add pasta.
Step 5: Stir in sour cream and 4 tbsp parsley.
Step 6: Season with salt and pepper.
Step 7: Serve with additional parsley on top.
