Step 1: Preheat oven to 350 F.
Step 2: Mix dry ingredients together with a fork or whisk in mixing bowl.
Step 3: Drizzle in oil, butter and milk and continue to stir until dough forms.
Step 4: Press evenly into half sheet pan (18x13), coming halfway up the sides.
Step 5: In a large bowl, toss sliced apples, lemon juice, sugars, flour, cinnamon and allspice.
Step 6: Spread filling evenly over crust. It will look very full, but will cook down.
Step 7: Mix together flour, sugar, oats and nuts; cut in butter until loose and crumbly.
Step 8: Add egg and mix until crumbly dough forms.
Step 9: Crumble streusel dough evenly over filling.
Step 10: Bake at 350F for 60 minutes, or until bubbly around edges.
Step 11: Allow to cool at least one hour before adding glaze.
Step 12: For the glaze: Beat softened butter and cream cheese together with whisk or mixer; add in sugar and vanilla extract and continue to mix slowly until creamy.
Step 13: Add in milk until desired consistency forms. (it should be about the consistency of cinnamon roll frosting)
Step 14: Using whisk or spoon, drizzle glaze evenly over top of baked and cooled bars. Allow to set 30 minutes before serving.
