Step 1: In a small bowl whisk together the mayonnaise, Dijon mustard, garlic, lemon juice, water, salt and pepper until creamy. Place in refrigerator for 20 minutes or until chilled.
Step 2: Add apples and celery to a medium bowl. Drizzle dressing lightly over the apples and celery tossing well to combine.
Step 3: Serve over a bed of lettuce, if desired.
